You wrote 'turn my soundcard BACK on,' so I suppose you had the card working before, right?
Did you check the sound card mixer settings?
Click the Start button and select 'Run. .'
Type in sndvol32.Exe and press Enter.
Make sure the sound output is not muted and try raising the sound controls.
If that doesn't work, then try re-installing your sound card drivers (go check the manufacturer's web site for an updated driver first).
